[Bug report] Hostile Mobs

    Brief Description: Hostile drowned mobs are spawning in rising. There are also elder guardians.

    Instructions: Find an underwater ruin or an ocean monument in rising

    How many times did you recreate this?: a bunch

    Result: Hostile mobs spawn

    Expected Result: No hostile mobs in rising

    We have just added Drowned and Phantom to our mob spawning block list.
    Keep in mind, mob spawning indicates the following:
    - naturally spawned on generated land.
    - naturally spawned via spawn egg.


    There is no way we could have prevented certain mobs from spawning during our map draw (when we generated the map over several hours, therefor some will be scattered in certain areas.)

    I did as well notice we have never been butchering monsters in the rising world every 15 minutes, as we do in the mining, nether and end worlds. Obviously we never butchered them because they simply didn't exist in rising/legacy before as our map was several years old and they've long all been killed off.

    During the next maintenance I will add monsters to our 15 minute butcher on rising, this should help clear them out :).
