This was directly after a restart, and therefore not a problem of blocklag. Expected Result: Book would combine with the boots, creating fire protection 4, feather falling 4 boots. Evidence:
I believe it is a minecraft bug. Jakeyray and I found on the first day of 1.4.6, you must carry 3 or 4 more levels than it says you need to combine or it wont work.
