Done more research @black_kkha and it seems the only type of head that can be dispensed is the wither skull AFAIK. So I guess the best thing to do is to file a suggestion if ya want this to work as it is not normal MC behaviour
Yes this is correct. player heads (obtained through hdb) will not be dropped out from a dispenser. The only heads that drop out are vanilla Minecraft heads (wither/zombie)
So I just tested this in single player and heads aren't supposed to drop at all from dispensers. Not sure if there is a plugin that allows it to occur on ECC but it is not vanilla Minecraft behavior to drop heads from them. Droppers however...
Heads don't drop because they are like armour and can be dispensed directly onto a player standing in front of the dispensor.
