Well, I feel that people are starting to abuse a lot, and that it should be removed, there is absolutely no point for this 'haxx' it just allows for more arguments to spread around :/
Don't think it should be removed, I think there should just be a rule against abusing this, but I do not see much abuse with this.
This is entirely up to staff discretion. If you're using in a way that's pretty obviously against the rules in some form or another, that's a kick, or a ban, e.g. "TROLOLOLOLOLOLOLOL" or "THIS SERVER SUCKS" or "SPAAAAAAAAAAAAAAAAAAAAAAAAM". However, for things such as grammar, or where you clearly had reasoning behind using all caps, or for URLs, this is generally accepted, but that's not to say that you should just start going all caps whenever you want.
