I recreated this bug... Although, I think it's just because i've got ext commands, and can repair in the first place. Do you have Ext commands?
Watching the video the item your breaking doesn't actually break because you do not have permission for the area. This would then be simply a client side graphical bug as your tool is showing wear, but not really taking any damage because the block doesn't actually break. I just tried with actual breakable blocks and was unable to re-create. 64 stack of stone sword. Broke sugarcane on my farm until 80% broken. Each sword when unstacked was 80% broken. I have ext commands and +. I believe this to be a simple client side graphical display bug. RagMan
Its the same when you break any block in an area with no permission: you break a block with a tool, drop the tool and pick back up. the durability of the tool is full again
