Result: Concrete Powder turning into Concrete without being a member of the region. This can lead to greifing, etc. Expected Result: The Concrete Powder to remain as Concrete Powder. Evidence:
So... you have to be a member of the town to place the dust? The way I see it: I am relatively certain that water on the town border can break multiple things (not just concrete), so from my point of view this is somewhere between being intended and being too limited to cause enough damage.
Yeah, but You can affect/edit blocks in a town without being a member. Thought it was worth mentioning.
Can't do anything about this. As you are allowed to place the water outside the town by WG, and as WG only checks the source block, not the spread, nothing can be done here. It would be a major feature request towards the WG team.
