After playing around with this a bit. Its a bit fiddly to get this instabreak, since its inconsistent when it works I'm not too worried about it. You really are just better off enchanting your pickaxe with eff4 or 5 then spend a bunch of time getting this to work. Also did test to make sure it didn't allow one to break blocks inside a region, it does not. It also doesn't seem work on non-stone blocks at all.
