The bank was most likely working, however last time I checked bank notifcation messages were broken, meaning the command still went through however you weren't notified in chat that it did. So most likely when you were on main you had deposited the 1.4mil to the forum bank, you thought it wasn't working, so you tried to withdraw the amount again, then deposited it again as you were unsure of what was going on. Now at some point you went to /sb then withdrew the money that was in your forum balance into SB.
