Are eff4 tools still possible?

    There do not seem to be an eff4 signs in the new exp shop. Only 1 / 3 / 5. Can you buy enchants from multiple signs or something? Or are some enchantment levels just impossible now (ex: eff4, fort2, prot3, etc)?

    Like Herring said, you need to combine two Efficiency 3's to make Efficiency 4.

    hilv. 3 + 3 does not equal 4.
    However, Eff3 + Eff3 = Eff4.

    this is how minecraft works. any two enchants of the same value combined equal one value higher.
