I don't think so, no. The user obviously broke some kind of rule to get one of his accounts banned so he needs to wait out that ban like anyone with only one account.
I believe that if you get one of your alts banned, Then it will be 'bypassing a ban' if you get on your main account under the same IP
Often times an exception seems to be made when a user changes their alt's name to something ban-worthy. There's really only been two users who have done this (Matrix and United) as far as I know. It was really fortunate for United that they made the exception, as otherwise I don't believe he would be on staff right now
