What are you suggesting:

add a option on ranks-ups and similar things so the player can choose where the fee gets taken out from, Server bal or Bank bal.​

Why is this a good addition for EcoCityCraft?:

people don't have to worry about getting spammed at player owned shops and not having the money in their server bal to rank up, wasting both the players / staff time.​

Other information:

I know you can close shop but that would be annoying every time you wanted to rank up or purchase something for your town.​
