+1 makes sense I guess. Headmaster feature already gives all the heads for free. I think /skull for Headmasters should be free as well.
As someone who used to use /skull a lot in the past, I disagree with this suggestion. With /skull, you can get virtually any skin you want (so long as you or the person doing /skull changes their skin before doing the command). For the reason of custom skulls, it should still cost something. -1
