Give lotto tickets to player​

What are you suggesting:

Players should be able to 'gift' lotto tickets to another player. For example, the command could be `/lotto buy 1 biz` or something like that.​

Why is this a good addition for EcoCityCraft?:

Its the holidays, and the spirit of giving is nice. I also think this would be just a nice addition overall for people to give a builder or new player a fun way of winning some cash.​

This is what I was going to put in there, but decided not to. Reason for this is I think that it would just be nice to see it as an addition to the lotto system, kind of like saying "Here ya go, have a chance on me to win big". When I think of someone donating 1k to someone, to me its like "Here ya go, 1k for something, maybe a lotto ticket?"
