Enable coral-fade flag from world guard​

What are you suggesting:

A continuation of this suggestion (https://ecocitycraft.com/forum/thre...stion-coral-decay-flag-for-worldguard.190775/), the coral-fade flag is now part of the core WorldGuard plugin (https://worldguard.enginehub.org/en/latest/regions/flags/).
It is also in the list of possible flags ingame, accessed via /rg i, so I assume we are on this update of WG, and that this flag is "coded into" ECC already, and just needs enabaling for us regular plebs.​

Why is this a good addition for EcoCityCraft?:

Enabling this flag as a flag for either TC or TC+ will give people the ability ot use pretty coral blocks in builds, without having to worry about placing water.​
