Bank duration cooldown​

What are you suggesting:

I am suggesting that the bank cooldown (to example /bank withdraw) gets removed with the forum premium feature, as the bank is part of the forum.
Forum premium already unlocks trasfer of ecd within banks, it should therefor remove the cooldown of bank interactions from ingame too.​

Why is this a good addition for EcoCityCraft?:

It comes in handy when you do a lot of bank stuff from ingame at once, and honestly i dont know why it has a cooldown. If there´s a feat interfacting with the bank, it should remove the cooldown of it too.​
