From my understanding, this is already possible through the creation of overlapping regions. Would be nice to have it as a custom flag, but not sure about the dev time required to do so.
As stated above. Please use overlapping regions. I do not see much reason to load up our development log prior to 1.16.3 for this as it's already possible in alternative ways, as well if a user really is a problem, they can be reported to staff.
