I have a few questions myself about 1.9 and how it will affect the server. It'll take time. You can't just "automatically" join a 1.8 server with a 1.9 client just after it's been updated. Things don't work like that, lol. Plugins and such need to be compatible for 1.9 also. You can't run a 1.9 server with 1.8 plugins, lol. So, no, ECC won't be able to update as soon as spigot updates. As far as exactly when - You really can't tell - It depends on a lot of factors, including when the plugins will update themselves without major glitches. 1.9 hasn't been released yet. Anyway, I'm quite excited for the 1.9 release myself. And to all those complaining that 1.9 will somehow "ruin PvP" - 1.9 will do the exact opposite. It'll REVIVE PvP. If you give all the cool features 1.9 has planed for PvP a try (snapshots), you'll soon find that 1.9 is perhaps one of the most awesome additions to vanilla minecraft PvP. It won't kill PvP - It'll restore it. I'm quite excited for the update to be honest.
I cannot answer your questions whatsoever until 1.9 is out. All I can say is, as always 1.9 won't be available immediately and will take a significant amount of time to prepare.
I knew it wouldn't be right away, I'm just hoping it is pretty fast like 1.8 was. We were one of the first servers to update to 1.8.
We have to update all our plugins to 1.9. Now, according to the plans md_5 posted on spigot, this shouldn't be too bad for our custom plugins, with the exception of maybe 1 or 2. For the others that are not custom, we simply have to wait for them to be updated by the author. For something like Trails, I am the developer of that plugin, and I plan to overhaul it completely, as there is a new particle api in 1.9. Personally, from past experience it takes about 3 weeks. No guarantees or promises, this is a whole new project.
We may have been one of the first but the update to 1.8 was anything but fast. Fortunately we don't have to worry about someone killing bukkit, its already dead.
Seeing as ECC is the only MC server I play, I'm not fussed about how long it takes to update. But it will take a while to make sure everything is updated. One muck-up within a plugin could be a disaster for the economy (exploits, bugs, etc). I'd rather wait a month then wait a week and have a month of work rolled back. That's my thoughts on it all.
I am really excited. I hope the "combat" aspect of it will make for renewed excitement for player-run PvP areas and competitions where sg and the kit situation currently does not. I hope the server updates to it asap. But I also want skyblock, some of the suggestions implemented and more so ill be patient. And as @Obblebobble says, it's gotta be pretty much perfect, i don't really want another rollback situation as I am sure no one does.
