Well find a mayor of that town and see if they are willing to help you. Staff can't usually just unlock chests.

If u stand that far from the edge Minecraft itsself does that. Cast further out or stand closer to edge. It's on the Minecraft page for fishing....
my suggestion would only stop death by teleports. if you are digging up...you deserve what you get. if you get water+ that will solve the fear...
It's a patch not a fix suggestion. the underlying reason would still need fixed. this might help stop suffocation deaths until it can be solved
