    He also auctioned what I believe to be other starter items such as dirt, but did not take a screenshot of them.

    The issue was resolved. He has promised to stop and got rid of all the items. It's disappointing to see that everyone is still dragging on about this. It was one mistake. Leave him alone!

    Dirt isn't illegal btw. It's obtainable through a few challenges.

    Dirt is also a starter item, so since you were auctioning ice, you may have possibly harvested for dirt also from the islands.

    I do not believe if they spawn with an ice biome that water turns into ice

    But nobody bought it, right? IF he or someone else didn't make a profit out of breaking the rules, I don't see anything wrong here.

    He restarted his island for starting materials ._. ... It is against the rules basically that is what is wrong with it..

    Look, let's get this straight. You reported fetal for auctioning ice. If he didn't get profit out of the ice, he didn't break the rules. HOWEVER, you just argued that he started new islands for build materials. Why report him for auctioning ice when you could have reported him for that instead? All in all, if we all get the facts straight here this can run smoothly.
