No one will take a job laying 1440 units of water with buckets. Few hints: pay for ice (which is pretty cheap, anyway), and raise the pay you'll provide - 1000-1500 is very low.
I usually charge 50$ per water placement (which is cheap IMO).. You're trying to get someone to place 1400 buckets for 1.04$ a piece? LoL
