    I'm fairly new to this server and forums so I don't know if this is the right place. Can I be made into a resident? If this isn't the right place, what is?

    The correct place is Tinyurl.com/eccresapp
    But be aware, it costs 15,000 ECD and the money needs to be in your in game account not on the fourms!
