Bring back the Christmas lotto of 2012 where tickets were only $100 each and there was only a 5% tax, and have a 5 minute extension on all tickets bought in the final 60 seconds. This would be a fun, high stakes event which will take out lots of money from the economy with everyone buying tickets.
5% would be good for 1 day. I also think that since there is a low tax rate more people will buy tickets which makes more money come out of the economy.
