While still having perms to the public areas of a town, they can not edit any other plot other than their own. The town owner will have the responsibility of added a user to their plot. This wouldn't work too well, as there may be friends within the same town. If so, they may want to build on eachothers properties (with permission from their friend) and the Mayor wouldn't be online to make it so. Also, it'd slow the server even more and make it more confusing for Sky (I think she does town apps, not too sure) to make towns. -1
If someone needs a water placement for their plot from one of their neighbors, how are they going to get it. They can't.
This was brought up a long time ago, and Kuke, one of our Dev's, was the one to explain to me why it wouldn't work. Essentially, regions take up information data on our drive. In order for Mayor's to have this ability, they would have to be able to make regions within their area. So, every town could possibly be split into hundreds of regions all with their own permission's list, all taking up room. kukelekuuk00 can probably explain this better than I can.
