[SkyBlock] PVP

PVP at SkyBlock spawn is inconsistent.
Instructions:
Sometimes @bobthegnome1 can take damage. However, no one else can.
How many times did you recreate this?:
We tested this over a span of two days.
Result:
Only @bobthegnome1 takes damage.
Expected Result:
Everyone takes damage.
Evidence:
Go to /warp pvp in the SkyBlock server and try to kill someone.
