I believe you have misunderstood the concept of "block value adjustment". "Value" here stands for the amount of points a block gives to your island which increases island level. It's not the "worth" of an item. And in my opinion, magma block doesnt deserve being 1$ and should be fine at .25$ each because it's very easily obtainable by mining at nether, while magma cream is difficult to get even via a spawner.
