The only lottery allowed on server is the server Lottery as we cannot tell if their is any favoritism or "fixing" of the game.
Well, many other people did it earlier so I thought it was ok to do a lottery too. I have never seen an other reply saying other lottery's are not allowed.
Here is a solution you can use to ensure it is 99% not rigged. All contestants simply pick a number 1- x amount of people entered http://www.random.org/ using that website, assign the numbers and roll.

Tickets cost 1k and the winner will win 95% of the amount put in. Also to enter respond saying the amount of tickets you would like to buy and then pay me ingame. They will go into a safe place were i cannot spend it Basicly i will get all names and a random number generator and that is who will win Total amount in lottery= Entered people+number of tickets.
