Im pretty sure the entire point of the end/nether is to make it harder. since they are PVP zones, it makes sense to not have /near in it. Otherwise the pvp part of the world is pointless if you know where everyone is -1
The original idea of having /near in the end was so you could hunt people down thus creating a pvp environment but seeing as theres tombstone+2 and end farming is quite dead, i guess i see why they just removed /near.
+1 because NO ONE plays in the end ever, and its very annoying that I don't have to worry about PVP. The end really needs something new because I have never found or seen another player there besides my friend.
