Hello, Considering the player is still active you will need to try and contact him. You can do this via tagging him on the forum to a notice to remove his locks, PMing him in game and taking screenshots, or forum PM. Either way, after you attempt to contact him you will be required to give him 3 days to remove the locks. Then, you will need to file a new LWC, if he doesn't remove the locks, with evidence.
