This user has not been inactive for the required 7 day period for me to forcefully remove the locks, also if you are attempting to contact the user to have the locks remove there are more ways then asking them when they are online, you could send them a forum or in-game mail or create a thread in the town discussions forum tagging the users who need to remove their locks from your town. I cannot simply remove active users locks. Denied.
