A user being banned from the town for grief does not waive the inactivity required for the locks to be removed if you have not contacted them, The user needs to be banned and still be banned from the server for griefing in your town before the required inactivity time can be waived. To have these locks removed you will either need to have the user remove them or provide proof that you have tried t contact them and they have been non-compliant. - Jakey
