User not offline long enough to remove the locks without and evidence of you attempting contact; also, there's only ocean at the coords you've provided. I've sent Phil a mail that he should remove his locks. Please post another LWC removal if the locks are not removed after the next time he's on, or if you have evidence that you've attempted to contact him previously.
