This user is still active. I suggest next time you see him online you call a mods attention to your lwc and have them ask him to remove the chests. If you can have a mod post in your lwc saying the user was given sufficient time then they will be unlocked. Please also make sure you give a valid reason for why you want his chests unlocked.
