Please provide any relevant evidence.
They are not inactive but I am afraid to ask them. I believe they were looting and locked the chests because they couldn't carry everything. If I ask them to unlock in that case they may simply finish the job and go.

I had a long period of complete inactivity. This was due to a death in my family and my inability to deal with it. I am not telling you this so you will feel bad, just as a matter of fact.
I understand that LWC locks are removed after a period of time, I understand they have a right to loot. I thought, however, that a player was not allowed to lock chests in a town they do not and have not ever lived in. Please correct me if I am wrong.
If I must speak to the player before you will remove the locks, then I also understand and I will.

Looter locked some of my chests in my town. I believe I explained all in #7.

 

I just heard from him, he said he would unlock them.

 

Its done, he has unlocked them. (Sans about 6, but we're in communication so I think this can be closed)
