Not they are not inactive, and no I have not asked them to remove it. I believe this chest was locked during the whole LWC cleanup.(no proof other than they locked it and don't live in the town) This person doesn't live here, nor do I believe they have ever and they locked it to lock it while looting. I'm afraid to ask them to unlock it in case my items might still be inside and he just never came back for the loot.

The chest was mine before the LWC cleanup, I am just now returning after hiatus and checking any chests that might of been victim to looting.
