This is not a guaranteed unban. Just as with Donation Feature Account Transfers, I simply do not have the time to deal with PermaBans. In fact, especially PermaBans, if you've done something to get banished on that scale, that's on you. I could be wrong, or but I believe it meant to say that it will not be refunded ?
Another way you could take it is that you're essentially paying for the right to appeal. If said appeal is denied, you get your money back. If it's accepted, the money now belongs to the server. tl;dr, in a haiku: pay and get denied? andrew gives your money back. accepted? it's gone. cheers~
