I was wondering if you have to be a president to buy an inactive players town(I'm only a mayor)? And the town "Time Warp" is owned by an inactive player, would I be able to purchase it? If so, how much? get back to me when you can, thanks.
@t0xicxskillz - you have to be a Tycoon+ in order to be able to claim a town. If you are a President+, you are able to transfer a town under certain circumstances. The Wiki explains this system quite well.
