They can, very easily even. But they won't, because they get a bigger profit the way it is now. Also, 1gbit is overkill for what it is now. Fastest thing I've ever downloaded or uploaded was at 13MB/s, which is roughly 104Mbit/s So far the only thing that downloads faster are packages from my server and my server provider, because it's on the same gbit network.
