Plots would be available for everyone, just the different pricing/allowed ranks in each of the districts. We will have a 'Victors Village' In each town that would have several plots. The plots would be awarded to the player that won the Hunger Games, Like the book. We could have a Hunger Games every 2-4 weeks.
You could become a comayor, pretty much mayor of one of the districts, I just planned on getting them all. Then they would be somewhat connected in my mind xD
