Grief Description:

From what I can see, a player removed a bunch of red carpet from the ground floor to one of my apartment buildings. They then went floor by floor and broke out a couple concrete from the walls to try and raid chests in other's rooms. On one floor, they pretty much removed the whole wall and a glass pane in one of the rooms. There is also some leaves missing around some plots outside the apartment building.​

Which users own the griefed area, or are allowed to edit blocks in the area:

The missing leaves around the plot, only the owner of that plot can remove the leaves, since there was no owners of the plots affected... only town owners are allowed to remove the leaves.

The missing carpet is on the ground floor and not owned by anyone, so only owners should be altering that... however residents are allowed to remove the carpet from their room only.

The missing concrete, only owners of the town can alter that, when people are added to the apartment building, they are specifically told they are not allowed to knock holes in the walls, floor, ceiling.
