Both X and Z go from -15k to +15k, so they are actually 30,000x30,000 (or, if you are OCD, 30,001x30,001), which is 4 times as much (also, you can do /kit starter twice a day, so it would take half that time to reach 1Mil)
You don't get actual money: he's referring to the total /worth of the items spawned in your inventory, I presume. That's why you never noticed XD

is this including the fact that you can do /kit starter every 12 hours? in not, you can stay on for 24 hours every day it will only take you 88.5 years to get to 1 mill
