Alright, so after looking over the previous contract and seeing the chaos that had erupted with the current ownership of the town moosejaw, this contract will not be able to be pursued until the town of moosejaw actually has an owner again. Since hilv is still considered the mayor of the town, he will have to wait for a ServerAdmin to re-add him back to the region before this transaction can be pursued fully. Hilv, once you are re-added as the mayor to the town of moosejaw, then you are to re-submit this contract here on the forums for the transaction to go through.
