I would suggest that you mail any and all town members that you remember the names of, and post around the town telling users to message you if they want added back in case you don't remember their name. Just so you know, it is the town owner's responsibility if a co-owner does this, as you added them. Please only entrust users who you know won't react in such a way if you're fighting them with co-mayor. That being said, the user has been banned for abuse of co-mayor privileges and removing users from a town without notice. User has been banned.
