Complaint:He did not stop when i told him to in my new complex they were not allowed to leave the complex and the did also he destroyed the fence to get out.

It might just be me, but this looks like a grief report. If this is in a town (and you are a mayor or a co-mayor) you can remove him so he wont be able to destroy/place blocks. If this is a grief report please post under the appropriate section!
