    Sorry. Shout spam, though annoying, is not against the rules.

    If it bothers you, you could ask him nicely to stop the spamming.

    I have attached the sever rules regarding shouts. While annoying if repeated multiple times, /shouts do cost $1,000 each and as long as they follow the rules, they are not really considered spam.

    Shouts

    Shouts (/shout <msg> and /me <msg>) The following rules still apply:.
    No advertisment, touchy subjects/discussions, rotating letters, special characters, and different languages (English and staying appropriate).
    You may only use numbers, letters, and basic punctuation such as ? and !.
    No shouts with the intent of spamming another user in any way - such as requesting others to pm them.
    No shouts disguised to look like actual server messages - private messages/balance payments/etc...
    Capslock, in-game trade advertisements, and colors are all completely allowed.



    At most the message will be up on your screen for a few seconds. If it gets really out of hand we may ask someone in game to stop for awhile, but no real punishments will be handed out for spending money to /shout.
