    Complaint: He admitted to me that he stole from an unlocked chest in pubmanor, which is clearly against rule #2 in /rules.

    Deathstarr8u Do I find it true that you are DOUBLE ACCOUNTING -_- He`s really Eso_Valkyrie and he`s using a friends account. Also it IS allowed it is the users responsibility to lock their stuff.

    Stealing from unlocked chests in both towns and the wild is allowed. It is the sole responsibility of the owner to lock their chests, and no reparations will be made nor punishment applied.

    Please do not submit false reports, if you need an understand of our rules before submitting a report on a user please ask a moderator. It is as welikeike22 stated the users responsibility to lock their chests. We have /lock and /cprivate for that reason.
