    Followed members of my town constaintly. Would not leave when asked. Stole from a citizen's chest (then returned it)

    He was bothering a lot of my town members, and I would like something to be done.

    it doesn't seem bad if he gave the stuff back and maybe he was lonely

    Did you ask him to leave? Also, was he harming your town in any way (i.e. griefing)?

    Also, is he still in your town?
