I've changed my biome to snowy beach and created a lake to harvest ice but water won't freeze. it's open to the sky and all but idk why it won't freeze.

Not sure this is a factor but does they y coordinate matter for ice? It does in Some biomes.. But i Dunno.
He is indeed in snowy beach biome. I changed my island to snowy_beach as well and created 2 pools to try to get ice to form. one at y=20 and one around y=120 just for testing purposes... well over 10 hours on my island spent between yesterday and today, with many snow storms coming and going, and no ice is forming.. Light level is near zero except from the sky.
And there is sky above the blocks all the way up im guessing.. that does not seem right.. it Should..

I've checked this out in-game and the setup looks fine. In a normal vanilla game it would produce ice. I tested this out in a vanilla singleplayer game and immediately ice started to form (screenshot). Maybe this is a possible glitch or some weird minecraft phenomena that I'm not familiar with.
Oh wait! We disable ice and snow on SkyBlock internally. My bad guys . So yeah, the behaviour is correct, ice does not form on our SkyBlock.
Others have said they are getting ice, I've directly bought ice from them. Are there reasons for disabling ice generation?
