Cannot own more than 6 regions

@Orange_Link2 was trying to add me to her towns as an owner so I could set flags for her, but we encountered the error "Failed to add new owners: you already own the maximum number of regions" both when she tried adding me and when I tried adding myself using GA perms. I don't think this is intended as I only own 6 regions (the attempted 7th was what failed), and you can have infinite towns so I don't think there should be a cap.
