Builders cannot make trade signs so no. You'll have to rank up to resident before you can buy and sell anything that way.
You will need 15k to rank up to resident, and you can apply here: http://ecocitycraft.com/forum/forums/applications-builders-resident-nether-aether.21/ After you rank up, you are able to make trade signs, and you can buy a shop at the market.
