Please try directly connecting to "69.197.20.145" If that does not work, provide a screenshot of the error message. (Your above screenshot does not work)

There's a setting in the bungee cord config. Ip_forward: true could that possibly be set to false? If this is a silly suggestion, and you already know about this; feel free to laugh.
This wouldn't be it. If that direct IP doesn't work, I believe you are using Forge 1.8 Please do not use forge 1.8 at this time. Remove it, attempt to connect, and let us know if your issue has been resolved
